If Eastman found her, if the cops or someone from the Refuge found her, if some random creep on the street found her...he started down the ladder.

((Okay so I was thinking Skittery has been looking for her but obviously no luck so he goes to Goblin very begrudgingly. But if you guys think Goblin should find her and tell him about the note then that's fine with me. But just for the record, Skittery is freaking out.))
